Non-Trucking Liability (NTL) Insurance for Truckers & Fleets

What Is Non-Trucking Liability (NTL) Insurance?

Non-trucking liability covers bodily injury and property damage to others while you’re using your truck for personal, non-business usenot under dispatch, not hauling, and outside the scope of your motor carrier’s business. It doesn’t replace primary liability and doesn’t apply when you’re working for a carrier.

If you’re leased onto a motor carrier, your lease often requires NTL for off-duty driving. If you operate under your own authority, NTL usually isn’t needed—you need primary liability for business use.

Is NTL Required by FMCSA or DOT?

NTL is not a federal filing and isn’t mandated by FMCSA. Most carriers require it by contract for leased-on drivers. It applies only to non-business use and typically excludes dispatch, hauling, loading/unloading, yard moves for the carrier, and any activity that benefits the motor carrier.

Common NTL Limits

Typical options: $750,000 – $1,000,000 – $1,500,000
Most leases: commonly request $1,000,000 combined single limit (CSL).

Who Needs NTL Insurance?

Leased-on Owner-Operators – Commonly required by lease for personal use.
Motor Carriers – May require NTL from contracted drivers as a condition of leasing on.
Company Drivers Using Assigned Units Off Duty – Sometimes needed if the employer requires it.

If you’re leased onto a motor carrier, NTL helps protect you while off duty. For business use (under dispatch, hauling, etc.), the carrier’s primary liability responds—not NTL.

How Much Does NTL Insurance Cost?

The cost of non-trucking liability depends on factors like:

Key Pricing Factors
Driver MVR & CDL experience
Garaging ZIP & state requirements
Power unit type & value
Prior claims/history

Leased-on owner-operators commonly see $1,200–$5,000 per truck per year for NTL, depending on state, limits and coverages.
